" ඇතැම් ව්යසන අවස්ථාවල විවිධාකාරවූ දුෂ්කරතා හමුවේ එය අභියෝගයක් කරගනිමින් වෘත්තියට එහා ගොස් ජනතා සේවාවක් ලෙසින් එම ව්යවසන පරාජය කිරීමට ඔවුන් දැක්වූ ඉහළ දායකත්වය වත්මන් ජනමාධ්ය අමාත්යවරයා ලෙස මාගේ දැඩි පැසසුමට ලක්වේ. ඉකුත් වසරේ අගභාගයේ සමස්ත ලෝකයම වෙලාගත් ඉතා දරුණුතම මෙන්ම වේදනාකාරී ඛේදවාචකය වන වත්මනෙහි ලොවටම මහත් තර්ජනයක් වී ඇති කොවිඩ් 19 ව්යවසනය මේ වසරේ මුල් කාර්තුවේ මෙරටද වෙලා ගනු ලැබීය. එහෙත් සමස්ත ලෝකයටම ආදර්ශයක් දෙමින් එය පරාජය කිරීමට රටක් ලෙස අපට හැකිවිණි. මෙහිදී බොහෝ ජනමාධ්යවේදීන් ඒ වෙනුවෙන් ඉටුකරනු ලැබූ කාර්යභාරය අපරිමිතය. ඇතැම් මාධ්යවේදීහු මෙය පරාජය කිරීමට ජනතාවට ලබාදුන් දැනුම,අවබෝධය සහිත තොරතුරු මෙන්ම පණිවුඩය වඩාත් ප්රබල විය. බොහෝ මාධ්ය ආයතන ඒකාබද්ධව මේ වෙනුවෙන් පෙළගැසී ජනතාව දැනුවත් කරනු ලැබීය. වර්තමානයේද අප එවැනිම අභියෝගයකට මුහුණදී සිටින අතර ඒ වෙනුවෙන් අදද බොහෝ මාධ්යවේදීහු විවිධාකාර දුෂ්කරතා මධ්යයේ වුවද මෙය පරාජය කිරීමට ගන්නා උත්සාහය ඉමහත්ය. .විශේෂයෙන් රට පුරා ප්රාදේශීය මාධ්යවේදීහු මේ වෙනුවෙන් ඉතාම දුෂ්කරතා මධ්යයේ කටයුතු කරනු ලබයි. ජාතික කාර්යභාරයක් ලෙසින් මෙලෙස මෙම ව්යවසනය පරාජය කිරිමට සෑම තරාතිරමක ම මාධ්යවේදීහු ඉටු කරනු ලබන සේවාවට මාගේ ප්රණාමය පුදකරමි. ඔබ ඉටු කරනු ලබන මෙම කාර්යභාරය වෙනුවෙන් ඉදිරියේදී නිසි ඇගයීම ලබාදීමටත් ඒ වෙනුවෙන් අවශ්ය පියවර ගැනීමටත් අප අමාත්යාංශය කටයුතු කරන්නෙමු." ජනමාධ්ය අමාත්යංශය කොවිඩ්-19 වසංගත තත්ත්වය හමුවේ රටට හා රටවැසියාට ආරක්ෂාව පතා දිවයිනේ සෑම විහාරස්ථානයකම රතන සූත්රය සජ්ඣායනා කරන ලෙස අගමැති මහින්ද රාජපක්ෂ මහතා මහා සංඝරත්නයෙන් ගෞරවයෙන් ඉල්ලා සිටියි. මෙම අර්බුදකාරී තත්ත්වය හමුවේ දිවයිනේ සියලුම විහාරස්ථානවල සෑම දිනකම රතන සූත්ර සජ්්ඣායනා කරමින් රටටත්, ලෝකවාසී සියලු ජනයාටත් ආශිර්වාදය හා ආරක්ෂාව ප්රාර්ථනා කරන ලෙස හෙතෙම වැඩිදුරටත් ඉල්ලා සිටියේය. කොවිඩ් - 19 වසංගතය හේතුවෙන් මේ වන විට ශ්රී ලංකාව පමණක් නොව මුළු මහත් ලෝකයම දැඩි අර්බුදකාරී අවස්ථාවකට මුහුණ දී තිබෙන අතර එවන් පසුබිමක් තුළ කොරෝනා වයිරසයෙන් සියලු ලෝකවාසී ජනතාව ආරක්ෂා වේවායි සෙත් ප්රාර්ථනා කරමින්, දිවයිනේ වෙහෙර විහාරස්ථාන රැසක් කේන්ද්ර කර ගනිමින් මේ වන විටත් රතන සූත්රය සඡ්ඣායනා කිරීම සිදුකෙරේ. උපුටා ගැනීම බුදුසරණ පුවත්පතින් අමිල ප්රභාත් වනසිංහ අනුරාධපුර අතිරේක - හිදෝගම සමූහ අනුබුදු මිහිඳු මහ රහතන් වහන්සේ පිරිනිවන් පා දෙදහස් දෙසිය අසූවන (2280) සංවත්සරය නිමිති කර ගනිමින් ඓතිහාසික මිහින්තලා රාජමහා විහාරස්ථාන පුදබිම කේන්ද්ර කර ගෙන විශේෂ පුණ්ය උත්සවයක් ජනාධිපති ගෝඨාභය රාජපක්ෂ මැතිතුමාගේ ප්රධානත්වයෙන් පසුගිය 24 වැනි දා පස්වරුවේ පැවැත්විණි. මිහින්තලේ රාජමහා විහාරාධිපති හා භාරකාර ආචාර්ය වළවාහැංගුණවැවේ ධම්මරතන හිමියන්ගේ අනුශාසකත්වයෙන්, කිරිබත්ගොඩ ඤාණානන්ද නා හිමියන් ප්රමුඛ මහමෙව්නා භාවනා අසපු සංචිතයේ දායකත්වයෙන් ප්රතිසංස්කරණ වැඩ ආරම්භ කරනු ලැබී ය. ශ්රී සර්වඥ ධාතුන් වහන්සේ හා මිහිඳු මහ රහතන් වහන්සේගේ ශාරීරික ධාතුන් වහන්සේ තැන්පත් කර ඇති ශෛලමය කරඬුව කි්ර. පූ. 03 වැනි සියවසට අයත් බව සැලකෙන අතර, සැදැහැවතුන්ගේ වන්දනාමාන පහසුවට සුදුසු පරිදි ධාතුන් වහන්සේ තැන්පත් කර ඇති මන්දිරය ප්රතිසංස්කරණය කිරීම වැඩපිළිවෙළහි එක් අදියරකි. ලේක්හවුස් සභාපති ජනාධිපති නීතිඥ ඩව්ලිව්. දයාරත්න සහ මෙහෙයුම් අධ්යක්ෂ කනිෂ්ක විතාරණ යන මහත්වරු මිහිඳු සෑයේ ප්රතිසංස්්කරණ කටයුතුවලට දායක වෙමින් ශිලා ප්රතිෂ්ඨාපනය කරන අයුරු. ඡායාරූපය - චන්දන බණ්ඩාර මිහිඳු මහ රහතන් වහන්සේගේ පළමු පාදස්පර්ශය සිදු වූ ස්ථානය සේ සැලකෙන චන්ද්රකාන්ති පාෂාණය පිහිටි සේල වෛත්ය මලුවේ ඉදි කෙරුණ අනුබුදු මිහිඳු පිළිරුව ද ජනාධිපතිතුමා අතින් විවෘත කෙරිණි. ක්රි. පූ 200 - 210 අතර කාලයේ රජ කළ දෙවනපෑතිස් රජතුමාගේ බාල සොහොයුරු උත්තිය රජු මිහිඳු මහ රහතන් වහන්සේගේ භස්මාවශේෂවලින් කොටසක් නිධන් කොට මිහිඳු මහ සෑය ඉදිකළ බව මහාවංශයේ සඳහන් වෙයි. මෙරට ඇති සෑ රදුන් වහන්සේ අතරින් පැරණිතම චෛත්යයක් ලෙස මිහිඳු මහා සෑය සලකනු ලැබේ. දීර්ඝ කාලයක සිට නටබුන් ව ඇති මිහිඳු මහ සෑය පෞරාණිකත්වය ආරක්ෂා වන අයුරින් ප්රතිසංස්කරණය කිරීම ද මේ සමඟින් ආරම්භ විය. 2014 වසරේ වැඩ ආරම්භ කරන ලදුව, 2015 වසරේ සිට නැවතී තිබූ ධර්මශාලා මන්දිරයේ ඉදිකිරීම් ද ප්රතිසංස්කරණ වැඩසටහනට සමගාමී ව සිදු කෙරේ. ජපානය ඇතුළු අග්නිදිග ආසියාවේ ප්රධාන සංඝනායක පැල්පොල විපස්සි නා හිමියෝ ඊට දායකත්වය සපයති. සියලු ඉදිකිරීම් ලබන පොසොන් පොහොයට පෙර අවසන් කිරීමට සැලසුම් කර තිබේ. මිහිඳු මහ රහතන් වහන්සේ භාවනානුයෝගීව වැඩ හිඳි බවට විශ්වාස කෙරෙන මිහිඳු ගුහාව හෙවත් මිහිඳු ලෙන පිහිටි ස්ථානයට ළඟා වීමට ඇති මාර්ගයේ ශෛලමය පිය ගැට පෙළ ප්රතිසංස්කරණය කිරීමද මේ වැඩසටහන යටතේ සිදු කෙරේ. ශ්රී ලංකා යුද හමුදාව සහ නාවික හමුදාව ශ්රම දායකත්වයෙන් ඊට සහාය වෙති. ලංකාවේ සීමාසහිත එක්සත් ප්රවෘත්ති පත්ර සමාගමේ සභාපති හා කළමනාකාර අධ්යක්ෂ ජනාධිපති නීතිඥ ඩබ්ලිව්. දයාරත්න, මෙහෙයුම් අධ්යක්ෂ කනිෂ්ක විතාරණ, සහකාර සාමාන්යාධිකාරි (ආයතනික කටයුතු) චන්දන බණ්ඩාර යන මහත්වරුන් ඇතුළු නිලධාරීහු රැසක් මෙම අවස්ථාවට එක්ව සිටියහ. Sri Lanka is home to two UNESCO Natural Heritage Sites: the Central Highlands, and the Sinharaja Rain Forest Reserve. We are also proud of our six sites recognized under the Ramsar Convention on Wetlands. Sri Lanka firmly stands committed to protect and sustainably manage these natural assets that contribute to our unique and rich biodiversity” President Rajapaksa told the virtual gathering held under the theme of Urgent action on biodiversity for sustainable development”.
The Summit will highlight the crisis facing humanity from the degradation of biodiversity and the urgent need to accelerate action on biodiversity for sustainable development. It will provide an opportunity for Heads of State and Government and other leaders to raise ambition for the development of the post-2020 global biodiversity framework to be adopted at the 15th Conference of Parties to the Convention on Biological Diversity in 2021. Emphasizing that the concept of biodiversity must be at the very core of the 2030 Sustainable Development Agenda, President Rajapaksa pointed out that despite the rapid decline seen in biodiversity globally, over the recent decades, Sri Lanka is deeply committed to uphold the overarching spirit of the Convention on Biodiversity. There is a critical need for a transformational change in the relationship between nature and people and contemporary global environmental governance,” he remarked. The ancient governance of Sri Lanka was built on the concept that the ruler is never the owner of the land; he is merely its caretaker on behalf of his countrymen and all living beings, he said further. Despite the rapid decline seen in biodiversity globally, over the recent decades, Sri Lanka is deeply committed to uphold the overarching spirit of the Convention on Biodiversity. There is a critical need for a transformational change in the relationship between nature and people and contemporary global environmental governance. Excellencies, Distinguished Delegates, As a member of the Commonwealth of Nations, Sri Lanka endorsed the Commonwealth Blue Charter in 2018 and as such we will champion the Commonwealth Blue Charter Action Group on Mangrove Ecosystems and Livelihoods. Further, the Colombo Declaration on Sustainable Nitrogen Management was adopted last year. We as world leaders, must better manage nitrogen, ensuring the sustenance of humankind. Thank you. A nine-member experts’ committee has been appointed to draft a new constitution, stated the Co-Cabinet Spokesman Minister Udaya Gammanpila.
He said this during a media briefing held at the Government Media Centre today (03). Gammanpila said that as per the government’s policy statement, measures are being taken to eradicate poverty through promoting development and domestic production and by expanding domestic and foreign investments. In order to provide practical solutions and suggestions to achieve this goal, it was proposed to appoint a Cabinet sub-committee comprising members of the Cabinet. In addition, it was decided to appoint an experts committee to draft the 20th Amendment to the Constitution to rectify the issues created by the 19th Amendment which was introduced in 2015. The draft Amendment which was handed over to the Cabinet by the Justice Minister, which was approved by Cabinet of Ministers, has been received by the Government Printer to be gazetted. The relevant Extraordinary Gazette will be printed and issued today (03). The Cabinet meeting, chaired by President Gotabaya Rajapaksa, took place last evening (02). The draft bill is expected to be tabled in parliament within the next two weeks. The proposed draft constitutional amendment reportedly seeks to remove all the provisions in the 19th Amendment except the right to information, limiting the term of office of the President and the duration of the Parliament to 5 years, and the number of terms a president can serve. The Attorney General yesterday advised the Secretary to the Ministry of Justice that the draft bill of the 20th Amendment to the Constitution does not attract the holding of a referendum, in terms of Article No. 83 of the Constitution of Sri Lanka. The Attorney General had therefore informed the Justice Secretary that the bill may be enacted by the Parliament with a two-thirds majority of all members. Accordingly, the nine-member experts’ committee comprises President’s Counsel Romesh de Silva as the head the committee.
